Retired Robeson farmer wins award A retired Robeson County farmer from Pembroke has become the first Lumbee Indian to win the top lay award for eastern North Carolina Methodists. William Foster Jacobs, a member of Sandy Plains United Methodist Church in Pembroke, was named Lay Person of the Year as the North Carolina Conference of the United Methodist Church ended its annual meeting in Fayetteville last weekend. Although Jacobs came "face to face with personal tragedy, his faith never wavered," the award said, noting that Jacobs had endured the deaths of his wife, son and granddaughter and had suffered through a heart problem that forced his retirement. Charles J. Hause from Dublin. Garner town manager resigning after 17 years By KATIE MOSHER Staff writer Garner Town Manager Gustav M. Ulrich, who has served the town nearly 17 years, will resign effective Dec. 6.

Some town officials said they were surprised by the announcement. Others predicted that Peter G. Bine, assistant town manager, would be a prime candidate to succeed Ulrich. Ulrich would not comment on his reasons for resigning, nor on his plans. "I have no specific plans," he said Wednesday in a telephone interview.

"I'll stay in Garner as far as I know. I have no plans to Ulrich, 56, offered a letter of resignation to the Board of Aldermen in an executive session June 13, but the board has not accepted officially it. His current annual salary is $44,824. He holds an engineering degree from N.C. State University and a masters degree in public administration from Syracuse University.

Ulrich's previous jobs include that of town manager of Kernersville. Hired as Garner manager in December 1971, Ulrich has seen both the town population and the number of town employees triple. "There has been tremendous change," he said. Most recently, those changes have included extensive annexations and announcements of a $600-million Nabisco bakery and a major shopping mall. Continued development is expected with the extension of Interstate 40 east from Raleigh.

For now, Ulrich said his emphasis is on final approval of the town budget. But much of the preparation of the 1988-89 budget was done by Bine, who also led the budget presentation at a public hearing this month. Bine, former town manager for Morrisville, joined the Garner administration in November. His current annual salary is $43,638. Ulrich said he had made no recommendation for a successor, but that he had given the town board several months to make a decision.

Bine said he "would be honored" if the board considered him for the manager's job. "I am interested in the post, but I am not campaigning for it," he said. "That is the board's decision." Rape charge against Wake man dismissed after woman disappears A Wake prosecutor has dismissed a first degree rape charge against a Raleigh man, saying the woman who claimed to have been attacked has disappeared. Walter Eugene Brown III, 37, of 4615 Grinding Stone Drive, had been charged with the rape in January. Wake Assistant District Attorney Jacqueline Lambert also dropped related charges of kidnapping, first -degree sexual offense, breaking and entering, and larceny.

The dismissals were taken last week. The woman had told police that a man had offered her a ride home from Fevers nightclub on Yonkers Road about 3:30 a.m. Jan. 29. The man, who was armed with a pocketknife, drove the woman to a northern Wake County road and raped her before dropping her off at a convenience store in North Raleigh, police had said.

"We can't locate the victim," Ms. Lambert said in a telephone interview Wednesday. The woman left a Durham address and phone number, but has since disappeared, Ms. Lambert said. The telephone is disconnected, she said.
